The Authority of Freeport Area of Bataan (represented by AFAB Chairman and Administrator Emmanuel Pineda on Monday, October 14, 2019, signed a memorandum of agreement (MOA) with the Subic-Clark Alliance for Development (represented by SCAD Vice-Chairperson Atty. Wilma T. Eisma) to formalize the partnership of SCAD and AFAB for the integration and interconnection of the Freeport Area of Bataan with the Subic-Clark corridor that will help boost the number of investors there and help further develop the area.

According to Atty. Wilma T. Eisma, Vice-Chairperson of SCAD Council, the inclusion of AFAB into the SCAD is a “win-win solution” for both SCAD and AFAB it only means that SCAD would promote Bataan the same way the agency has promoted both Subic Freeport and Clark Freeport.

In 2006, former president Gloria Macapagal-Arroyo created the Subic-Clark Alliance for development (SCAD) Council to acts as a single body responsible for the formation of development strategies and the guidance of implementing actions on the ground for the zones.
The SCAD Council ensures a coordinated approach to the progress of the zones themselves as well as the progress of the Subic-Clark corridor in stimulating economic growth in the rest of the Luzon Urban Beltway.
